Protecting communities against human-based threats (military, geopolitical, criminal) is becoming increasingly complex. The emerging challenges in Canada’s Arctic and the steps we may need to take to protect it is more than just a military challenge.

Regulating activities and conditions so that the common concerns of communities are respected faces increasing challenges. The erosion of the law-based order means that this domain needs to evolve if meaningful care and control are to be maintained.
